 🇫🇷 A New Cycle Begins in Paris

The hotly-contested Paris dockless bikes tender came into effect on 1st October. Dott & Lime won renewed licences, with Voi returning for the first time since losing the scooter tender in 2020. Each of the three operators will have 6,000 vehicles (rising to 7,500 in peak season) in the capital for the next 4 years.

As with any new operator to an existing market, Voi will face a battle to win market share. In addition to attractive minute bundles, the operator will start by offering 3 free trips to new users, as well as €0.25 per minute pricing with no unlock fee.

Lime have had to cut their fleet size to meet the conditions of the new contract. Fluctuo’s City Dive shows that the American operator has gone from 9,000 active vehicles in August, to 8,000 in September, and now averages just under 6,000 in October. The market leader also made some strategic changes to its minute bundles — the 200 minutes pass (€21.99) can now be used over 30 days rather than just 7 days. The 400 minutes pass (€39.99), will go from 30 days to 90 days.

Dott, meanwhile, has upgraded its fleet with Segway’s Urban B200 bike model, and have pledged an investment of €10 million into its Paris operations, over the next 4 years (not including the operator’s investment into staff and people operations).

 🇩🇪 2 New Operators In Frankfurt

Frankfurt has approved applications from Ridemovi & Ryde to operate scooters, bringing the operator count to six (with Bolt, Dott, Lime, and Voi).

The city’s SNE (Special Use Permit) mean that the number of scooters in the city cannot exceed 12,000, so each of the four existing operators will see their fleet size shrink from 3,000 to 2,000 as a result.

This is Ridemovi’s 5th city in Germany, but is the first for Ryde, which has conquered the Nordics and is now looking to expand to other cities in Europe.

The decision is controversial because, as Marcel Brys from Voi writes, existing operators lose “~33% of its fleet… The result? Fewer scooters where people actually need them; outskirts get punished; and operators are forced to focus on high-yield city centers”.
