🇫🇷 Dott, Lime & Voi win Paris

Paris has awarded Dott, Lime & Voi with licences to operate dockless bikes on a 4-year contract (starting October 2025). Each operator will deploy 3-6,000 electric bikes, rising to 7.5k each (22.5k total) during peak season.
It also means that Lime and Dott will see their fleet size reduced to make way for newcomers Voi. City Dive shows that, during the Olympics last year, Lime had over 14,000 vehicles, and Dott over 10,000. Since then, both operators have been gradually scaling back their services, with Dott now under the 6,000-vehicle threshold and Lime just above 8,000.

Paris is the 2nd largest market for bike sharing in Europe (after London). Trips in 2024: 19 million
Another development is that operator fees will jump significantly. The City expects to make €4m across all three companies, up from the €600k that was previously paid to the city during the last contracts.
The announcement of the results caught the candidates off-guard. It was David Belliard, deputy mayor in charge of transport and mobility, who called a press conference a week ago. Officially, the selection of the 3 operators falls under the authority of the Paris City Council (an assembly of 163 elected members), which will meet in early July.
For the unsuccessful candidates (Forest, Cooltra, Pony, Bolt...), this likely represents an opportunity to challenge the results of the tender process before an administrative court.
