France’s operators are estimated to have lost out on €1.2-2.7m ride revenue due to rainfall. As Enzo Lanoue highlights, five key cities have faced an abnormally wet winter since January, with around 10 extra rainy days compared with the 2021–2025 average. On just 46 particularly wet days, usage collapsed enough to wipe out an estimated 360,000 to 600,000 rides.
This is a reminder of how the economic model for dockless scooters and bikes, already wrestling with regulation and profitability, is exposed to weather volatility. Every extra day of rain means idle fleets while fixed costs keep ticking over.
But there are lessons to borrow from elsewhere. In the Nordics, operators have learned to keep running under extreme conditions such as snow and ice, and still endure weeks of harsh weather before fully “wintering” their fleets. Weekly or monthly passes can help smooth out demand and stabilise revenue during periods of reduced ridership.
🟠 Voi reaches €178m in Revenue

Voi closed 2025 with €178.2m in net revenue (+34% YoY). Q4 revenue hit €47.5m, up 45% YoY, driven by rapid fleet expansion, higher utilization, and a major bike push, a launch in Paris and continued growth in London.
Interestingly, 40% of revenue now comes from subscriptions and passes, up from 31% a year ago. Subscribed users will ride more frequently, generating predictable (but lower) revenue, and are more likely to recommend the service to a friend.
