Italy’s new Highway Code spells danger for scooters 🇮🇹

🇮🇹 Italy’s new Highway Code spells danger for scooters
Italy’s new Highway Code, which came into effect on 14th December, aims to tackle key safety concerns such as drink-driving and mobile phone use among motorists. However, it also introduces significant changes for scooter sharing services.
The new regulations mandate that scooters must be equipped with a licence plate, and riders are required to wear helmets. While these rules are not yet fully enforceable, police in Milan have already issued fines to 15 scooter riders — 13 for not wearing helmets, and 2 for carrying passengers.
Mandatory helmet use presents a major challenge for operators who are now faced with two, unappealing options. Equipping scooters with helmets is operationally impractical, expensive, and - as evidenced by reports of stolen helmets in Rome - carries a high risk of theft. The alternative is to encourage users to bring their own helmets, leaving them with the choice of riding without one and risking a hefty fine.
Either way, these measures are expected to significantly impact shared scooter ridership in Italy.
