5. Cologne 🇩🇪 🟠

The City of Cologne is reviewing its e-scooter policy after the number of vehicles surged to 15,500 across six providers in March 2025. A decision on further regulation and tender is expected in Q2. A court ruling on the city's operator fees (€85–130/vehicle/year), challenged by three providers is also anticipated this year.

4. Bilbao 🇪🇸 ✅

The Provincial Council has approved BizkaiBizi 2.0, expanding its public bike-share scheme to 113 municipalities by 2027. The system combines short-duration docked bikes in 38 urban areas with a long-duration loan model for more rural municipalities, with a fleet of over 1,300 e-bikes and an annual investment of €3.8 million.
